When the Holy Spirit came upon the apostles, Peter had the opportunity to explain that the promise of God was being fulfilled.  Just 50 days after the Passover, the day of Penecost had many locals and visitors to Jerusalem for the feast of weeks.  When the people heard the evidence and the plan of God many responded by asking what could they do in order to be restored to a relationship with God. Peter told them to repent and be baptized in the name of Jesus Christ so that their sins would be forgiven and they would receive the gift of the Holy Spirit.
